On July 20, 2017 North Hollow residents were invited to the Humble Civic Center to participate in a community forum sponsored by Congressman Ted Poe with representatives from the City Of Houston, Federal Aviation Administration (FAA) and the Houston Airport System (HAS). HAS Director Mario Diaz promised residents and congressman Ted Poe at the meeting that the North Hollow Noise Mitigation Program will continue until all homes in North Hollow are tested and updated for sound insulation.
In September, 2017 the City Of Houston accepted a bid from a contractor and authorized the funding to complete all houses in Phase One with construction to start around February 01, 2018.

April 1, 2018 - For the past month and a half(Feb - Mar) construction crews have been in North Hollow Estates working on homes in Phase One of the Houston Airport System (HAS)/FAA Noise Mitigation Quieter Home project. Phase One started as a pilot program three years ago with 11 homes that were upgraded with Insulation, new Windows, Doors, Storm Doors and if qualified, new A/C systems. There are 27 homes to complete Phase One, and as of May 04, 2018 17 have been completed and the final 10 should be completed by May 31, 2018.
Board of Directors have spoken with several residents whose houses have been completed and everyone is extremely satisfied with the finished work by the workers and their supervisors for being courteous, polite and professional. The quality of the windows, doors and A/C equipment is above expectations. The work crews clean up their debris daily, and they replace all exterior trim and paint to match each house color. HAS construction managers with C&S Companies are to be commended for their diligence of checking and verifying the work progress and their frequent notifications to residents on work progress.
HAS has advised that bidding for Phase Two will be initiated in August, 2018 and that contractors will be assigned in November, 2018 with construction to begin the first of 2019. There are an approximate total of 132 houses that have qualified for full benefits in Phase Two. If your house has qualified for full benefits you will be more than pleased with the upgrades and suppression of outside noise. Some residents whose houses have been completed have reported no aircraft noise, no noise from idling trains, no police sirens and no lawn mower noise. If you are used to having the jumbo cargo jets wake you up every morning to start your day, you may need to get an alarm clock after the upgrades.

Update December 2019 - In July, 2019 the Houston Airport (HAS) posted bidding for the North Hollow Noise Mitigation Program Phase 2. At the end of September 2019 three construction companies submitted their bids for the program for HAS to review.
On December 27, 2019 HAS notified North Hollow Estates Civic Association Board member Mike Lacher that a contractor has been selected and approved and that the next step is for the contractor to contact residents for final measurements to order merchandise to be installed. Startup is expected to be within 90 days.

Update February 16, 2020 - The Houston Airport Noise Mitigation Program personnel assigned to North Hollow are going before the Houston City Council on February 19, 2020 for final approval.
Update Monday, May 18, 2020 - The Houston Airport representatives and the new General Contractor arrived in the North Hollow Estates community to start meeting with residents who have selected to participate in the total sound insulation program. The purpose for the meetings is for the Contractor to inspect each residence and obtain the precise measurements for new windows, doors and to review possible installation issues, and for owners to select their design choice and color of doors and windows. If you as a resident have not been contacted for a meeting, you will, and the Contractor expects that all inspections will be completed by the third week of July, 2020.
The Contractor has advised that the merchandise ordering process will start weekly and that construction should begin around the end of August, 2020. There will be no stoppage of Phase 2 until all houses in final Phase 2 have been completed. All of the construction crews who will be doing the installations are crews that have worked for this contractor for several years doing these types of projects.
