quieter Home Program
The Federal Aviation Administration (FAA) has determined that homes located in the North Hollow neighborhood, near George Bush Intercontinental Airport Houston (IAH) are eligible for a noise mitigation program that offers several options.
The City of Houston Airport System (HAS), with financial assistance from the FAA has created the Quieter Home Program to administer five voluntary programs for the North Hollow subdivision.
The voluntary program options include:
Primary Goal
The primary goal of the Program is to mitigate the impacts of aircraft-generated noise on incompatible land uses located in the North Hollow neighborhood near the George Bush Intercontinental Airport Houston.
A secondary goal is to prevent the development of future incompatible land uses within the North Hollow neighborhood (eligible area).
Program Funding
The FAA and HAS fund the entire cost. HAS qualifies for federal funds from the FAA's Airport Improvement Program. FAA contributes up to 80% of the fining through Airport Improvement Program (AIP) grants to HAS. The AIP funding is allocated from the aviation trust fund that in turn is funded by aviation user fees, such as airline tickets and aircraft fuel sales.

- Transaction Assistance (/transaction-assistance.html) - Provides the ability for the airport to pay certain costs associated with the sale of the property.
- Aviation Easement Purchase (/avigation-easement-purchase.html) - Provides for a one-time cash payment to the homeowner in exchange for an aviation easement to HAS.
- Purchase of Development Rights (/purchase-development-rights,html) - Provides for the purchase of development rights from owners of vacant property within the mitigation area.
- Residential Sound Insulation Program (/sound-insulation.html) - Includes the installation of treatment designed to reduce the impact of noise in the living environment.
